Doctoral Project
The World Health Order: Tracing Gendered Governance across Brazil and Austria
This project traces how the redefinition of gender in the International Classification of Diseases (ICD-11) from “disorder” to “incongruence” influences the lives of people in Vienna and Brazil. This supposed progress reproduces European colonial notions of normality and universality, forcing marginalized, especially non-white persons, to adapt to official categories to access health care, asylum, or other rights. In Brazil, the situation of Black and gender-nonconforming populations is particularly precarious, with murder rates among trans persons the highest globally (data from ANTRA, Benevides 2025). In Austria, asylum procedures depend closely on diagnostic criteria (e.g., data from Queer Base), producing highly unequal outcomes under the same global standard.
The project enables a translocal approach, drawing on a “relational genealogy” inspired by Denise Ferreira da Silva and Black radical thought, which not only analyzes but also poetically and politically challenges colonial forms of knowledge. An analytic codebook is developed to study how global classificatory systems operate: which lives are rendered protectable, which are made vulnerable or disposable, and how these categories travel across transnational contexts.
The method enables a diagnostic reading across WHO classifications, Austrian asylum policies, and Brazilian advocacy archives (e.g., ANTRA, Public Health Ordinances), tracing whether and how liberal inclusion and authoritarian exclusion operate in tandem as part of a global health order, read through inseparable arrangements. By implicating Vienna and Brazil in an inseparable analysis, the project opens new avenues for peace and conflict research, health and gender policy, and demonstrates ways to think about equality beyond a racializing order in practice.
