During his guest lectures, Prof. Guardiancich explores the transformation of the European Semester across the pre- and post-NGEU periods, offering a comprehensive overview of how this framework of EU economic coordination evolves in response to recent political and economic challenges. Particular attention is devoted to the introduction of NextGenerationEU (NGEU) and its implications for the governance architecture of the European Union.
He highlights how NGEU funding strengthens and diversifies forms of conditionality within the European Semester, linking access to financial support more directly to the implementation of national reform commitments and investment priorities. By examining these developments, the lecture contributes to the broader debate on the effectiveness of the European Semester and provides critical insights into how recent reforms are reshaping the balance between coordination, oversight, and policy discretion within EU economic governance.
