Dr. Doris Dialer is Attachée for Health and Consumer Protection at the Permanent Representation of Austria to the EU in Brussels. From February 2020 to March 2021 she was responsible for EU, WHO, International and Socio-Political Affairs in the Cabinet of the Austrian Minister for Social Affairs, Health, Care and Consumer Protection in Vienna.

A political scientist by training, Doris holds a MA and PhD in European Studies. She is Associate Lecturer at the University for Applied Sciences Kehl, the University of Continuing Education Krems, and at the Centre International de Formation Européenne (CIFE) in Nice, Berlin and Budapest. Doris is a founding member of the "Innsbruck Center for European Research" (ICER) and co-editor of the "Europawissenschaftliche Reihe" (Nomos/iup). Her resent research focuses on EU Lobbing & Advocacy, EU Health & Consumer Policy, EU Consultative Bodies (EESC and CoR) and especially EU Parliamentarism due to almost fourteen years of professional experience as a MEP’s Head of Office.

Güneş Koç graduated from the Austrian High School St-Georgs Kolleg Istanbul in 1999. Koç completed her bachelor’s and master degree in Political Science at the Leopold Franzes University Innsbruck between 1999 and 2006. After her graduation, Koç wrote her doctorate thesis titled "Frauenmorde als Verdichtung der männlichen Gewalt. Ehrenmorde oder Frauenmorde: Politische Diskurse und politische Kämpfe in der Türkei" at the Department of Political Science with Prof. Dr. Eva Kreisky as her advisor and received her doctor phil. degree at the University of Vienna. Between 2013 and 2014, Koç worked at the International University Cyprus (CIU) in the Department of International Relations (English) as assistant professor. Since September 2014, Koç is working at Istanbul Arel University as assistant professor in the Department of International Relations (English). The academic research interests of Koç are gender studies, gender-based violence and migration. Koç is a member of the European Network against Gender and Violence and Section for Migration and Racism in Austria. Koç’s actual research is about Syrian refugee women in Turkey with focus on identity creation in the limbo.

Rudolf Metz studied political science at the Corvinus University of Budapest, where he received his PhD for a thesis on "Political Leadership in Democracy" in 2018. Since April 2013 he is working in the ’Political Leadership’ research group of the Hungarian Academy of Sciences (Center for Social Sciences, Institute for Political Science). As a guest lecturer, he taught at several universities in Budapest (Corvinus University of Budapest, Pázmány Péter Catholic University).

Anja Opitz studied Political Science, Law and Economics at the University of Passau, where she also earned her M.A. and Ph.D. from. She composed her doctoral thesis on civil-military interaction within an integrated crisis management approach of the CSDP. Before moving to Innsbruck, she has been working as a political advisor at the German Bundestag (2003-2005). Dr. Opitz worked as a Post Doc at the Department of Political Science / University of Innsbruck.

Her teaching focuses on the European Integration Process and the Political System of the EU. She is also a Teaching Fellow at the Bundeswehr University of Munich and a Visiting Fellow at the Academy for Civic Education Tutzing .

Her research involves the analytical and practical debate on the development and operability of the Foreign, -Security and Defence Policy as well as the global role of the European Union in the area of conflict resolution.

Melanie Plangger studied Political Science and continued with the Master program European Politics and Society at the University of Innsbruck. During her studies, she attended traineeships at the Austrian Embassy in Budapest, the country office of the Konrad Adenauer Foundation in Bratislava and the European Parliament in Brussels. In 2014, she graduated with a master’s thesis on the role of member state’s interests in the EU enlargement policy towards the Western Balkan countries. 

In 2018, she obtained her doctoral degree at the University of Innsbruck. Her doctoral thesis “Moving mountains to Brussels: How regions act within, shape and benefit from the EU macro-regional strategy for the Alpine Region (EUSALP)” traces the development of the macro-regional strategy, a cooperation framework for 48 regions and seven states, over a period of seven years. On the basis of interviews, a document analysis and observational participation in conferences and meetings, the dissertation explores how German and Austrian Bundesländer, Swiss cantons, French régions and Italian province and regioni use an instrument of EU regional policy to respond to felt pressures of centralization, to connect across boundaries and to strengthen their position. During her doctoral studies, Plangger was a visiting research fellow at the University of Grenoble, the University of Trento and the Stiftung Wissenschaft und Politik in Brussels.

Currently, Plangger is working on the practical implementation of the EUSALP in the External Relations Department of the Office of the Tyrolean Government.

Dr.ⁱⁿ Katrin Praprotnik works at Danube University Krems and leads the Austrian Democracy Lab together with Christina Hainzl. She studied political science at the University of Vienna and completed research stays in Paris and Brussels. In her PhD-thesis, she examined the program-to-policy-linkage in a representative democracy – i.e. she looked at electoral pledges from Austrian parties and tested whether government (and opposition) parties were able to fulfill these promises. Before she came to Krems, she was a post-doctoral researcher at the German University of Hamburg. Her main research interests are the Austrian political system, parties and elections from a European, comparative perspective, and political representation. Praprotnik’s work is published in national and internation political science journals such as the Austrian Journal of Political Science, West European Politics, American Journal of Political Science and Electoral Studies.

Michael Reiterer studied law at the University of Innsbruck (Dr. juris, 1978) and was appointed Adjunct Professor (Dozent) for International Politics in 2005. He also holds diplomas in international relations from the Johns Hopkins University/Bologna Center and the Graduate Institute of International Studies in Geneva.

He is presently Distinguished Professor at the Brussels School of Governance, Institute for Strategy, Diplomacy and Security. He holds various teaching and advisory positions which are listed in the attached CV and he teaches at numerous universities in Europe and Asia. His research interests are EU foreign policy, EU-Asia relations with focus on Japan and Korea, inter-regionalism, human rights, security policy and new forms of diplomacy, all areas in which he has published extensively, see attached list of publications.

As an official of the European Union Dr. Reiterer served as Ambassador of the European Union to the Republic of Korea (2017-2020), having previously served as Principal Advisor at the Asia and Pacific Department, European External Action Service (EEAS), Brussels (2012-2016); EU-Ambassador to Switzerland and the Principality of Liechtenstein (2007-2011), Minister/Deputy Head of the EU-Delegation to Japan (2002-2006) and ASEM (Asia Europe Meeting) Counsellor (1998-2002).
Before joining the European Commission in 1998 he was Minister-Counsellor at the Austrian Permanent Representation to the EU/Brussels, Counsellor at the Permanent Representation of Austria to the GATT, Co-chair of the Joint Experts Group at the OECD on trade and environment, WTO-panellist, Deputy Director General for European Integration and Trade Policy at the Austrian Federal Economic Chamber as well as Austrian Deputy Trade Commissioner to West Africa and Japan.

Uta Rußmann studied Communication and Media Sciences, Sociology and Political Science at the Universities of Vienna and Tampere (Finland). In 2007 she obtained a PhD from the University of Vienna. From 2007 to 2009 she worked as a Post-Doctoral Researcher for the University of Vienna and the Austrian Academy of Sciences (Project "Continuity and Change in Campaign Communication in Austria since 1966"). Since August 2009 she is part of the AUTNES Campaign Side team in Innsbruck as a Post-Doctoral Researcher. Since 2012 she is professor at the "FHWien der WKW".

Arno Tausch was born on February 11, 1951 in Salzburg, Austria. He is currently Honorary Associate Professor of Economics, Corvinus University, Budapest, Hungary (since Fall Semester 2010) and Adjunct Professor (Universitaetsdozent) of Political Science at Innsbruck University, Department of Political Science (since 1988).

He served as an Austrian diplomat abroad and was Attaché, and later Counselor for Labor and Migration at the Austrian Embassy in Warsaw, 1992-1999. In his multiple academic assignments, stretching over a time span of four decades, he was first Assistant Professor and then Associate Professor in the Department of Political Science at Innsbruck University; Associate Visiting Professor of Political Science at the University of Hawaii at Manoa, 1990, and Guest Researcher, International Institute for Comparative Social Research, Science Center, West Berlin, upon invitation by the late Karl Wolfgang Deutsch, Stanfield Professor of International Peace at Harvard University (1981). Since 1978, he taught numerous regular courses in political science, economics and sociology at Universities in Austria, Hungary, Switzerland and in the United States.

Gaby Umbach is Part-time Professor, Director of GlobalStat and H2020 TRIGGER consortium member leading global governance research at the Robert Schuman Centre for Advanced Studies of the European University Institute in Florence/Italy.
