Post-War Transitions and Avoiding the Return to War

When the fighting stops, how can this “negative peace” be sustained and supported, and a return to war be avoided? What measures can be used, drawing on each society’s resources as well as those of the international community? What is the role for peacekeeping and the protection of civilians? This course looks at the concepts surround peacebuilding, the challenges and critiques, and the lessons we can learn from how it is practiced. It considers the question of “local” ownership and accountability. Some of the topics include Disarmament, Demobilisation and Reintegration (DDR) of ex-combatants, governance, peacekeeping, hybrid peacebuilding, the role of transitional justice, and the links to development and state fragility.
