Multi-stakeholder initiatives (MSIs) are considered pivotal in the governance of wicked problems. Yet the ways in which they develop their legitimacy and perform their political agency to tackle such problems are under-explored. We contribute to this through our study of the Roundtable on Sustainable Palm Oil (RSPO). We conduct a multimodal critical discourse analysis to explore the intertwinement between discursive practices, framing and legitimation strategies. We show how the development of an MSI’s legitimacy is closely interlinked with their efforts to build narratives, i.e. frames, around a wicked problem. Our multimodal approach specifically shows the centrality of visuals in relation to the question of legitimacy and as such extends the current understanding of the political role of MSIs as discourse producers. We highlight the interplay between the depoliticisation of the problem and the increased politicisation of the MSI.
