Inclusion in Higher Education & Digital Library

The need to respect the rights and integration/inclusion of people with disabilities in all areas of society is increasingly being recognised in the public debate and corresponds to international declarations such as the UNESCO World Conference "Salamanca Declaration" (1994), the European Commission "Towards Equal Opportunities for People with Disabilities" (1996) or the "Convention on the Rights of Persons with Disabilities" (UN Convention 2006). It goes without saying that universities are also involved in this discussion and assume a great deal of responsibility in the areas of scientific research and education. In order to fulfil these tasks, it is necessary to systematically view, process, archive and document information relating to the integration of disabled children, young people and adults in a decentralised system that is accessible to the public. The bidok (disability - inclusion - documentation) project takes on these tasks at the Department of Educational Science at the University of Innsbruck in the spirit of an open and generally accessible university. The academic library supports research and teaching by endeavouring to meet the academic need for information on issues of inclusion and the rights of people with disabilities.

The Digital Library bidok.ac.at employs four research assistants and cooperates with the Ministry of Social Affairs and the University and State Library of Tyrol.

Subjectivisation and society

Until the middle of the 20th century, the relationship between the welfare state and the individual was usually understood in the social sciences as an empowering and integrating relationship. To be a subject capable of acting requires two things: firstly, to allow oneself to be determined, i.e. to enter into processes of subjectivation in which the individual is integrated into the power of social relationships and learns to orientate oneself towards and in sign, norm and value, in short: knowledge and media relationships. Secondly, not to allow oneself to be determined in this way, i.e. to give up relevance, to question closed forms of knowledge and to endure a positioning at the margins of given identities. These two processes, which can be distinguished analytically, are empirically closely linked. They are therefore not separate modes of subject constitution, but alternating forms of the formation of self and world references. This understanding of the subject, which places (de)subjectivation processes at the centre, is intended to open up the discussion of the subject to the problem of rights and economy. Subjectivation, i.e. the mediation and appropriation of knowledge and techniques, is not only an imposed constraint, but also a legally, socially and politically secured privilege.

The significance of the Sustainable Development Goals for inclusive education

The United Nations (UN) plays a decisive role in international globalisation processes due to its permanent observation and promotion of socio-economic developments in the 193 member states. These observation and promotion practices contribute to the creation of norms, expectations and guiding principles that spread worldwide and thus lead to a harmonisation of ideas in the individual countries. The United Nations Millennium Development Goals of 2000, which were replaced in 2015 by the Sustainable Development Goals (SDGs), have made a decisive contribution to this and have so far been little studied in terms of their historical significance both for the member states and for internationally recognised medical knowledge about disability. The SDGs represent the UN's political objectives for developments in all member states up to 2030. In addition to the areas of climate and environmental protection, the focus is on overcoming poverty, hunger and inequalities, with the aim of creating and ensuring equal and equivalent access to public goods for all sections of the population and groups. To measure the progress made by individual countries in realising these goals, 230 indicators have been developed; the majority are based on medical categories and population statistics.

Personal assistance and personal budget

By researching the subjective satisfaction of the participants, the evaluation clarifies whether the personal budget leads to an improved support situation, taking into account the criteria of needs orientation, flexibility, relief, standardisation and coordination, and to what extent it is associated with a higher quality of life, self-determination and participation for the budget recipients. The "Personal Budget" project is largely breaking new ground for all relevant stakeholders in Tyrol. In order to generate as 'objective' a picture as possible of the various processes, effects and goals, the budget recipients, the representatives of the responsible state administration and the political decision-makers are involved as information carriers in order to be able to record their different perspectives, experiences and points of view. At the same time, formative and summative evaluation approaches are combined in this concept. The formative evaluation, as a process-accompanying structured observation, focusses on the implementation and effects of the personal budget.

Research project for the scientific evaluation of the implementation of the personal budget in the province of Tyrol with funding from the Province of Tyrol, Department of Social Affairs in cooperation with Dr Sascha Plangger (2016-2019).

Women with disabilities: the fight for recognition and equality

For a long time, disability was seen as an individual or medical problem, a stroke of fate that had to be endured. Those affected were perceived as needy, asexual and genderless people who were expected to be grateful for the social benefits they received. The development from this point to a movement for the rights of disabled people and the further development of a movement of disabled women within this movement took a considerable amount of time. Although the German women's movement of the 1970s influenced this process, it should be noted that the interests of disabled women were not taken into account. This research and publication project traces the development of the German disability rights movement over the last thirty years. It looks at the challenges faced by disabled women and how they deal with these barriers in the present day. The potential that lies in a gendered perspective on disability is emphasised. This perspective was initiated by disabled women from the movement and enriches the discourse on disability as well as the debates on intersectionality in gender studies. It emphasises the influence of women on the UN CRPD and addresses continuing social inequalities.

Inclusion as an impetus for promoting giftedness

This qualitative-empirical research project examines the pedagogical implementation of the right to a general school place for all children and young people in Bremen, the German federal state that has enshrined the right to a general school place in its school law. The change in the school system towards inclusive schools is often equated with a pedagogical orientation towards 'underachieving' or negatively 'socially conspicuous' pupils and their support. This research project focusses on processes of school inclusion that offer potential for the promotion of 'high-achieving' or positively 'socially conspicuous' pupils. With the help of a multi-level analysis, the school organisation, the teaching activities of the teachers and the biographical orientations of the pupils at two schools in Bremen are examined. Focussing on the question of the characteristics of talent promotion in an inclusive educational setting, the strategy of school development, the quality of social interaction as well as the didactic quality of lesson design and the view of pupils with different backgrounds, abilities and gender on their life and career prospects are examined.
